About this white paper

A Comprehensive Alternative Plan

I’m Rory Wilmer, and with over two decades of experience in urban mobility and cycling policy, this whitepaper addresses the urgent need for a revitalised cycling strategy in Wirral.

  • Exclusion: Residents feel left out of planning.

  • Policy Conflicts: Fragmented initiatives & short-term funding.

  • Opportunity: A unified, multi-tiered network can drive safety & economic growth.

Vision, Economic Potential & Strategy

A robust cycling strategy is not only about safer roads – it’s an economic catalyst. Investing in a multi-tiered network and integrated public transport can yield significant returns.

  • Long-Term Investment: Shift from short-term grants to a 10-year sustainable plan.

  • Tailored Infrastructure: Develop dedicated routes for commuters, families, leisure riders, and competitive cyclists.

  • Seamless Integration: Connect cycling with buses, trains, and ferries for a unified network.

  • Economic Growth: Enhance local spending, boost property values, and stimulate tourism.

  • Inclusive Design: Address diverse needs to reduce conflicts and improve safety.

Current Analysis & CATN Critique

Wirral’s existing cycling infrastructure – notably the Core Active Travel Network (CATN) – is fragmented, underfunded, and poorly integrated.

  • Disjointed Network: Cycle lanes exist in isolation with no cohesive strategy.

  • Afterthought Design: Painted lanes offer little protection.

  • Security Shortfalls: Limited secure bike parking deters potential cyclists.

  • Integration Gaps: Minimal connection with public transport reduces benefits.

  • Funding Issues: Reliance on temporary grants leaves long-term maintenance unaddressed.

Additionally, a one-size-fits-all approach ignores the diverse needs of different road users.
